New Mexico Medical Insurance Pool (NMMIP)
The New Mexico Medical Insurance Pool (NMMIP) was created by the New Mexico state legislature in 1987. NMMIP is a non-profit program that enables private health insurance companies to pool resources and cover New Mexicans who have been denied health insurance. Blue Cross and Blue Shield of New Mexico (BCBSNM) has been the administrator of the NMMIP program since 1988.
Federal High Risk Pool (FHRP)
On July 1, 2010, New Mexico residents with pre-existing medical conditions who had been without health insurance for at least six months were able to qualify for the FHRP. The New Mexico FHRP was part of the temporary Federal program created by the Patient Protection and Affordable Care Act (P.L. 111-148). BCBSNM is the administrator of this pool program in New Mexico.
On March 2, 2013, our State-based Pre-Existing Condition Insurance Plan (PCIP) suspended new enrollment in the FHRP program. The PCIP program will continue to provide coverage to people currently enrolled in the program until December 31, 2013.
Those who are transferring from another state's PCIP program can still enroll into the New Mexico PCIP program; however, if an enrollee has lost PCIP coverage due to the non-payment of premiums, then that enrollee will not be allowed to re-enroll.
Starting January 1, 2014, there will be more choices in a new exchange (also known as health insurance marketplace). Open enrollment for the new exchange begins October 1, 2013.
